Sir Paul Chater came to see me twice about this. He has been in H. Kong for over 50 years, I think 58, and has for many years been recognized as the leading unofficial representative of the Colony (which he represented at the Coronations of 1902 and 1911). He was in the Leg. Council from 1888 to 1905, and as a special arrangement he was retained on the Ex. Council when he retired from the Leg. Council. See 52105. He is now quite an old man, but a wise old man, with unique knowledge and experience of H. Kong affairs.
